Human being have never lived without group rules and submission to someone who has power to enforce them. To imag-ine living without it will not tell us anything helpful about oursel-ves or why we have the state. Furthermore, it being aganaist human nature, we don’t need to justify state – we haven’t “given up” natural freedom for obedie-nce. If human beings are social by nature, the state of nature must take account of this fact and its its implications for our psychology. Perhaps the state will develop naturally, not through consent.
